25 Years and Counting
On May 11, 2011, the University of Missouri and the University of the Western Cape (UWC) celebrated another important milestone in our special relationship. 2011 marked the 25th year that our two institutions have worked together to improve the educational experiences of om students and enhance the professional growth and scholarly outputs of our faculty members. At a seminar and dinner held in Columbia on May 11, administrators and faculty from each of the four 91大黄鸭 campuses and faculty from UWC joined with UWC's Rector Brian O'Connell and Deputy Vice-Chancellor Ramesh Bharuthram to reflect on past accomplishments and to discuss future opportunities.
The May 11 seminar began with an introduction and welcome by 91大黄鸭SAEP Director, Prof. Rodney Uphoff. Rector O'Connell followed with a compelling presentation describing the challenges facing UWC and South African higher education in the post-apartheid era. He stressed the important role that universities must play if nations are to move forward in the face of challenges confronting our world today. He then spoke in glowing terms of the contributions that the University of Missouri has made to UWC's remarkable growth in the past 25 years. Rector O'Connell ended his incredibly thought provoking remarks by reminding us that by continuing to work together, 91大黄鸭 and UWC can offer a model of cooperation and collaboration to other universities around the world. Next, Deputy Vice-Chancellor Bharuthram, Missouri S&T Provost Kent Wray, MU Provost Brian Foster, 91大黄鸭SL Associate Provost and Director, Center for International Studies Joel Glassman, and Linna Place, 91大黄鸭KC's Director of International Academic Programs, described areas of research strength on each of their respective campuses. Although 91大黄鸭 and UWC faculty have collaborated in a host of research projects over the past 25 years, unquestionably opportunities abound for even more collaborations in the future.
The next panel of 91大黄鸭 System Senior Associate Vice President for Academic Affairs, Steve Graham, Danna Vessell, MU Director of Educational Technologies, Prof. Rodney Uphoff and Deputy Vice-Chancellor Bharuthram addressed eLearning and distance learning, including the challenges and opportunities presented by technology. Finally, 91大黄鸭KC Prof. Kathy Goggin, Missouri S&T Prof. Franca Oboh-Ikuenobe, 91大黄鸭SL Prof. Emeritus Charles Korr, and MU's Dean of the School of Health Professions, Rich Oliver, described their experiences on a 91大黄鸭SAEP faculty exchange to UWC. Each spoke passionately about the significant effect that the visit or visits each made to UWC had on his or her professional life.
The dinner held on the evening of May 11 included remarks by Prof. Uphoff, 91大黄鸭SAEP Chair Joel Glassman, and 91大黄鸭 Interim President Steven Owens. Rector O'Connell delivered the keynote speech, once again demonstrating that he is an extraordinarily gifted speaker. Anyone who attended either the afternoon seminar or the dinner could not have left without feeling very proud of the accomplishments of the UWC/91大黄鸭 Partnership.

Rector O'Connell's Honorary Degree

On May 13, 2011, Rector Brian O'Connell was awarded an Honorary Doctorate of Humane Letters by MU Chancellor Brady Deaton. The following excerpt from Chancellor Deaton's remarks summarize why Rector O'Connell was such a deserving recipient:
"Professor Brian O'Connell was nominated to receive an Honorary Doctorate of Hwnane Letters to honor his career in education as a teacher, lecturer and administrator that has spanned 38 years.
His first tertiary qualifications - a B.A. degree and a University Education Diploma jointly awarded by the University of the Western Cape
- were geared towards teaching, and in 1970 he started his teaching career at Florida High School in Ravensmead.
In 1977 he was appointed Vice-Principal at Belhar Senior Secondary School and three years later he was appointed principal of K.leinvlei Senior Secondary School.
He then obtained a B.A. Honours Degree in History from UNISA (with distinction), and
M.A. and M.Ed Degrees from Columbia University in New York.
In 1985, he was appointed to the position of senior lecturer in Education at UWC. He held that position until 1988 when he was appointed Director of the School of Education at Peninsula Technikon (Pentech) and also became Director of the institution's Academic Development Program. In 1994, he became acting Vice-Rector, with responsibility for Student Affairs at Pentech. In 1995, he was appointed Head of the Western Cape Education Department, responsible for more than 2000 education institutions from Kl to Kl2, including eighteen technical colleges. In October 2001 he was appointed to the position of Rector and Vice Chancellor (President) of UWC, a position he still holds.
Professor O'Connell has received a Fullbright Scholarship to the United States, two British Council grants and an Anglo-American Chairman's Fund grant. In March 2002 he was appointed Professor of Leadership and Management in the Faculty of Education at UWC.
He has chaired many community organizations and has served on many boards, committees and task teams, including the South African Qualifications Authority. For the past eight years he has been chairman of the National Access Consortiwn Western Cape (NACWC). He currently chairs the Community Chest of South Africa, an affiliate of United Way International and the Institute for Justice and Reconciliation. Professor O'Connell has also played a nwnber of sports at national and provincial levels.
Brian is married to Judith, and has two children, Amanda-Leigh and Bryan."
Rector O'Connell has spoken and written often of his gratitude to the University of Missouri for all the support that 91大黄鸭 has given to UWC. He was deeply honored to receive the doctorate. Indeed,
UWC was awash with banners announcing the honor when Prof. Uphoff, Provost Wray and a group of MU faculty visited UWC in May.
Professor Jan Persen's Retirement
Virtually anyone from the University of Missouri who has been to UWC or even worked with someone from the school over the past 25 years is familiar with UWC Professor Jan Persens. For most of the life of the UWC/91大黄鸭 partnership, Professor Persens has been UWC's Director oflntemational Relations. In that role, he has championed the partnership not only at UWC and during his yearly visits to each 91大黄鸭 campus, but also while traveling to other universities in Africa and across the world. He truly has been an incredible friend of the University of Missouri and of those of us who have been lucky enough to work with him. He will be sorely missed by his many Missouri friends.

MU Global Scholars
Rector O'Connell named Leolyn Jackson to become the next UWC Director oflnternational Relations. A graduate of UWC in 1987 in Theology, he started as a lecturer at the school in Hebrew and Old Testament studies. He then began working in UWC's Student Recruitment until 2007 when he was named Director of the Southern African Nordic Center, an international consortium involving 34 members encompassing eight African countries and five Nordic countries.
On May 17, Rodney Uphoff led a group of 28 administrators and faculty members from MU, along with Missouri S&T Provost Kent Wray, on a visit to South Africa. The group included MU's 2011 Global Scholars, MU Deputy Provost Ken Dean, MU Nursing School Dean Judith Miller, Frankie Minor and several Mizzou Advantage facilitators. Most of the time was spent at UWC where the 91大黄鸭 visitors were paired with their UWC counterpart through the efforts of Dr. Bharuthram. The group also traveled to Pretoria where they visited several key national research agencies and thinktanks including:
The South African National Research Foundation (NRF), which is roughly equivalent to our NSF. The Global Scholars met with NRF senior executives. The NRF is a well-funded entity receiving half of its budget from the South African Department of Science and Technology. The other half is received by contracts with countries, such as Sweden, Norway, Germany, and international NGOs.
The South African Agency for Science and Technology Advancement-This is a key funded program by the National Research Foundation. 91大黄鸭 10% ofNRF's overall budget is invested in improving public awareness on science and science policy issues.
The Agricultural Research Council. Funded by Departments of Science and Technology and Agriculture. One of their main new priorities is developing a broad interdisciplinary platform in life sciences and biotechnology. This group now has approximately 100 PhD researchers working on a wide range of projects. The current director of this group is a former University of Western Cape faculty member.
The Human Sciences Research Council (HSRC). This interdisciplinary social science agency covers a wide range of policy areas, with funding from South Africa, and from international NGOs and foundations.
The Council for Scientific and Industrial Research (CSIR). This is a large and well-funded center with hundreds of PhD researchers. Funding comes from South African and other national government agencies, international NGOs, and private sector groups. One of CSIR's key research areas, The Natural Resources and Environment program, is led by Dr. Jimmy Adegoke - a professor and former Chair of Geosciences at 91大黄鸭KC. Jimmy is a strong ally and champion of the Missouri-South Africa research connection.
The 91大黄鸭 group was incredibly well received both at UWC and in Pretoria. Much of the credit for the success of the visit goes to Deputy Vice-Chancellor Bharuthram and Professor Persens. In addition, Rector O'Connell and Deputy Vice-Chancellor Bharuthram hosted a marvelous dinner celebrating the 91大黄鸭/UWC Partnership attended by many of our UWC colleagues who had visited Missouri. Many of the first-time 91大黄鸭 visitors to UWC found the experience to be transformative. It appears that a number of productive research collaborations are likely to be generated as a result of this visit.
91大黄鸭 Study Abroad Initiatives
MU Law Program
For the eighth year, the University of Missouri School of Law joined with the law faculty at UWC to offer a comparative law program for American and UWC law students. The program was held at UWC from June 3-July 10. Professor Uphoff again directed the program which included 21 American students and 35 UWC students.
The students took comparative courses on Constitutional Law, Criminal Justice Administration, and Alternative Dispute Resolution. In addition to Professor Uphoff and MU Deputy Chancellor Michael Middleton, UWC Dean Julia Sloth-Nielsen, UWC Professors Patricia Lenaghan, Jacqueline Gallinetti and Ivan Rugerna, all taught in the program.
91大黄鸭SL/MU Social Work Program
In July, MU Professor Margie Sable and 91大黄鸭SL Professor Lois Pierce took a group of 13 social work students to UWC for a two week program. They worked with Professors Marcel Lendt and Nicolette Roman of UWC's Social Work Department and Firdouza Waggie and Gerald Fillies of UWC's Interdisciplinary Teaching and Leaming Unit. Professors Sable and Pierce also took a group in July, 2009. Given the enthusiastic response of their students to the experience, they expect to offer a similar program in 2012.
91大黄鸭KC Public Health Program
91大黄鸭KC Assistant Professor of Health Administration, Arif Ahmed and his colleague Mike Woods, a Senior Fellow at 91大黄鸭KC's Bloch School of Business and Public Administration, worked with their UWC collaborators Firdouza Waggie, Co-Director of the Interdisciplinary Teaching and Leaming Unit in UWC's Faculty of Community and Health Sciences, Drs. Ehimario Igumbor and Gail Hughes of the UWC School of Public Health and Gerald Fillies, Service Learning Sites Coordinator ofUWC's Interdisciplinary Teaching and Learning Unit, to design an innovative one week Global Health course at UWC. The course was launched this summer with the assistance of91大黄鸭SAEP Director Rodney Uphoff and some 91大黄鸭SAEP funding. Ten 91大黄鸭KC students along with Mike Woods and Professor Ahmed had several sessions in Kansas City before arriving in Cape Town in
May, including a session with South African Health Attache, Dr. Nomonde Xundu and Fransie Cooper from the South African Consulate in Chicago. Professor Ahmed observed that all of the students who participated in the program describing the experience as "life-changing".
As with the other 91大黄鸭/UWC study abroad progran1s, the student exchange offers benefits even beyond those experienced by the students. As Dr. Igumbor noted:
"Yes we have been very happy with the progress of the Global Health course. For an initial course, I believe it has been hugely successful and I must thank you and the 91大黄鸭SAEP for your support. The value of the UWC/91大黄鸭 partnership is not contestable, and one feels so glad to be able to forge alliances within it that speak to the possibilities that could arise from our interactions. Today for example, Dr. Gavin Reagon and I met Prof Yang Gong (who is part of the Global Scholars programme) and we had exciting discussions both about teaching pedagogies in health informatics and developing aspects of our research of mutual interest. Amazingly, Yang's introduced us to an open-source e-learning platform (Moodle) which he uses in his informatics course did not only help in pointing out a possible medium for our distance-learning teaching at UWC, but also revealed to me how we could extend teaching and learning in the Global Health Course beyond this week. So there we go, iteratively improving our course's offering."
Professor Ahmed and Mr. Woods plan on offering the course again in 2012.
New Initiatives for 2012
We expect to see two new study abroad programs launched in 2012. Missouri S&T International Director Jeanie Hofer and Professor Greg Gelles, Chair of Missouri S&T's Economics Department, have been working with Professor Uphoff for two years on the design of a study abroad opportunity for Missouri S&T students.
After several iterations, the program is ready to go this Jw1e. Professor Gelles and his colleague, Professor Lance Haynes, Chair of the Arts, Language and Philosophy Department at Missouri S&T, will lead a group of students to UWC for a two week program. Professor Gelles has been working with UWC Professor Ephias Makaudze on the design and implementation of the program.
In addition, Marty Walker, who is the Director of Administrative Services for MU's College of Engineering, will be leading a group of 15 students in June, 2012, on a new study abroad program for engineering students.
Walker and his colleague J.R. Swanegan, Jr., the Study Abroad Director for the College of Engineering, have been working on the program with Professors Uphoff and Perseus, along with Firdouza Waggie and her colleagues at UWC. The program will focus on water resources and include a high school engineering camp
2011 Faculty Exchanges
In 2011, as in previous years, 91大黄鸭 and UWC faculty members participated in a number of productive exchanges. The following example highlights the diverse activities that mark both the 91大黄鸭/UWC linkage exchanges and the South African Partnership awards:
Firdouza Waggie
Dr. Firdouza Waggie is the Co-Director of UWC's Interdisciplinary Teaching and Leaming Unit in the Faculty of Community and Health Sciences. She traveled to Columbia in April and was hosted by Dean Rich Oliver of the MU School of Health Professions. Dr. Waggie had three primary objectives for her visit. One of her objectives was to learn more about service learning at MU and share information about service learning at UWC. Dr. Waggie spent considerable time with Dr. Anne-Marie Foley, Cara Gallup and Ravi Ezekelkamp exchanging ideas about service learning, visiting a service-learning site, and exploring MU's web-based system that facilitates tracking, communication and assessment of MU student and organizations involved in service learning opportunities. Dr. Waggie also presented a seminar for her MU Social Work and School of Health Profession colleagues on service learning programs at UWC.
Dr. Waggie also worked with MU colleagues from the College of Engineering, Social Work, School of Health Professions, as well as with Mike Woods and Professor Arif Ahmad from 91大黄鸭KC on possible study abroad programs at UWC. She also explored the extent to which these 91大黄鸭 programs might offer service learning experiences for 91大黄鸭 students while in South Africa.
Her effort greatly assisted the 91大黄鸭KC Global Health Program that was launched this summer and the design of the MU College of Engineering Program to kick off in 2012. Finally, Dr. Waggie was able to make substantial progress on the draft of a publication entitled "Health Services Students' Attitudes and Perceptions of an Interdisciplinary School-Based Health Promotion Course." She concluded her report of her visit by noting that the exchange was a "wonderful opportunity" which provides "an opportunity for academics to learn, share and experience working with intemtional scholars. In this way, we get international perspectives and together we can explore solutions to the many challenges that we experience in our part of the world."
Arianna String Quartet
The University of Missouri-St. Louis world renowned Arianna String Quarter (ASQ) traveled to South Africa in May, 2011, to perform a series of concerts in Cape Town and Pretoria. In addition to performing at UWC, the ASQ performed at Stellenbosch University, in the Cape Town Concert Series, with the Cape Town Philharmonic Orchestra, the Cape Philharmonic Youth Orchestra, and the University of South Africa in Pretoria.
They also spent time doing master classes and rehearsals with township youngsters and with students at UWC and with the Cape Philharmonic Youth Orchestra. Professor Persens reported that the response from the community was wildly enthusiastic to the ASQ visit. Similarly, the members of the ASQ found the visit to be "hugely rewarding, as it was an enriching experience for all of the collaborating parties ... the visit to South Africa was fulfilling and inspiring to us. We were honored to take pait in the long-standing exchange with UWC."
News in Brief
Contract Extensions
As with all universities, UWC in 2011 saw good faculty leave or retire and new hires join the institution. Among the notable departures was Professor Quinton Johnson going to Stellenbosch. Most importantly, the UWC Council (the equivalent of 91大黄鸭 Board of Curators) approved contract extensions until 2014 for Rector Brian O'Connell and Deputy Vice-Chancellor Ramesh Bharuthram. This is very unusual since almost all South African academics must retire at age 65. Fortunately for both UWC and 91大黄鸭, the Council wisely decided to retain these two outstanding leaders.
Linkage Awards
The 91大黄鸭SAEP Committee met via video conference with UWC Deputy Vice-Chancellor Ramesh Bharuthram and Professor Jan Persens, UWC Director of International Relations, on August 26, 2011, in Columbia to select particpants for the 2012 faculty exchange. The committee authorized 91大黄鸭SAEP awards to six UWC faculty members and nine 91大黄鸭 faculty members.

UWC Law Fellowship
In August 2011, UWC students Stella Zondi and Noluthando Xolilizine enrolled in the MU School of Law's Dispute Resolution LLM Program. The two UWC students are attending MU as recipients of fellowships supported by gifts to MU School of Law from Fred White, Geoffrey Oelsner and Robert Lande. Nine previous UWC students have received an LLM as a result of this fellowship.
Two prior graduates of this progran1 are now lecturers on the UWC law faculty.
